Prepare the Filling
- In a skillet over medium heat, cook the ground beef until browned. Drain excess fat.
- Add the taco seasoning and water according to package instructions. Stir and simmer for 5 minutes.
- Mix in the refried beans and half of the shredded cheese until well combined.
Assemble the Rolls
- Preheat the oven to 375°F (190°C).
- Place a tortilla on a flat surface, add a portion of the filling, and sprinkle with remaining cheese.
- Roll the tortilla tightly and place seam-side down on a baking sheet. Repeat with remaining tortillas.
Bake
- Bake in the preheated oven for 15-20 minutes, or until golden and crispy.
- Remove from oven and let cool slightly before serving.
Serve
- Serve warm with shredded lettuce, diced tomatoes, sour cream, and salsa on the side.
